This is a tremendous document signed by Prime Minister Benito Mussolini in 1938, on Ministry of War stationary. The document describes the sentencing of Giuseppe Romano, a retired infantry reserve lieutenant accused of various frauds & forgeries. A Council taking place in Bari on February 23rd, 1938 found that the officer was unanimously deemed unworthy of retaining his rank. Mussolini approves this verdict, and ordered
